Why I cannot transfer from a site having less than 10 credits?

When a new blog or website is added in ShareUsers, it is given 10 credits in order to be able to start working as normal.

This is what we call the "zero-level" credit in ShareUsers. The application prevents users from making transferences when they have less than 10 credits, because it would be to proceed under the "zero-level".
